Energie nucléaire en Europe de l'acceptabilité à l'approbation
L’énergie nucléaire apparaît aujourd’hui comme une condition pour relever les défis d’un développement durable. On parle de renaissance dans le monde, de renouveau en Europe. Le débat n’est plus tabou et il doit avoir lieu avec les citoyens. En effet il demeure une prérogative des Etats, mais tous les citoyens gagneront à s’approprier les raisons de faire du nucléaire une question d’intérêt général européen. La Commission européenne a adopté un cadre de sûreté et elle propose un cadre commun pour la gestion des déchets. Mais il faudra beaucoup plus : des coopérations et des solidarités sur le grand Marché intérieur pour permettre à ceux qui souhaitent développer l’énergie nucléaire, de pouvoir le faire dans les conditions maximales de sécurité et de sûreté mais aussi de compétitivité et d’indépendance. Les investissements humains et sociaux pour développer les compétences, les investissements massifs et de long terme nécessaires au financement de la prolongation d’exploitation des centrales, ou de nouvelles constructions, de la recherche et de l’innovation, ne risquent-ils pas d’être compromis par la crise économique, remettant ainsi en cause le renouveau mais aussi la sécurité et la sûreté ? Former un marché favorisant la diffusion des technologies sûres et compétitives permettant le développement d’un nucléaire durable est donc un défi pour tous les citoyens et les États – quelque soit leur choix national – qui doivent pouvoir « s’approprier » l’ensemble des questions économiques, sociales et culturelles posées à l’avenir de l’industrie et de l’énergie nucléaires.
C’est un enjeu de démocratie. En organisant les Entretiens Economiques Européens à Budapest, Confrontations Europe et ses partenaires ont bien l’intention de jouer tout leur rôle pour éclairer le débat.
